The 2.5 acre island has a rather sketchy history and though there have been no rodent residents for at least a half a century, prisoners would use the island to rest after escaping Hart Island and continuing their swim to City Island. It is also said that the island was once used to cordon off yellow fever victims from the mainland in a hospital there, the crumbling rubble of which can still be found. But the only history we know for sure is that it has been owned for the last 40 years by a marine salvager who stored his equipment there. Now happily ensconced in his Jupiter, FL retirement home, he has decided to sell.
Interestingly enough, city data declares, "Rat Island's R3-2 zoning permits a variety of housing types, including low-rise attached houses, small multifamily apartment houses, and detached and semi-detached one and two-family residences." So does that mean if you build a low-rise and it floods in a storm you can sue the city? At any rate, some very clever entrepreneur could take this island and instead of making a silk purse out of a sow's ear, could create a fascinating enclave out of a rat's . . er, backside!
